Talks over European Blackwell capacity

Moonshot AI discussed renting clusters of 8,000 or more Nvidia Blackwell GPUs in Europe, according to one source. [1] The talks were with neocloud operators, and the Chinese lab was discussing leasing Blackwell computing capacity from them. [1]

The reporting involved four people familiar with the private talks. [1] Three of them said Moonshot was seeking Blackwell-powered systems. [1] One characterized the pursuit as an aggressive push for more computing power. [1]

What Moonshot wants to run

Two sources identified interest in European inference clusters, which serve trained models to end users. [1] One source was also aware of interest in training infrastructure. [1]

One source placed some of the European discussions after July 2026, when the White House said Moonshot had accessed Blackwell chips through a facility in Thailand. [1] Chinese AI firms have been looking to Asia for access to data centers powered by the world's most advanced chips. [2]

How the rental deals would work

Under the arrangements described, a Chinese AI company would rent capacity from a non-Chinese neocloud or data-center operator able to purchase advanced chips. [1] Customers pay for capacity and make an upfront payment calculated as a percentage of the contract's lifetime value. [1]

One source said a proposal called for Moonshot to pay 30% to 50% more upfront than a non-Chinese customer. [1] Neoclouds and financing firms can seek more lucrative upfront terms from Chinese customers to hedge against a possible future prohibition on remote-access agreements. [1]

Why the lab needs more capacity

Moonshot, founded in 2023 and based in Beijing, released Kimi K3 in July 2026. [1] The model's technical blog describes a 2.8-trillion-parameter system with native vision and a one-million-token context window. [1] Kimi K3 is available through Kimi.com, Kimi Work, Kimi Code and the Kimi API. [1]

The blog recommends supernode configurations with 64 or more accelerators. [1] On July 19, 2026, Kimi said demand over the previous 48 hours had approached its current GPU capacity limits. [1]

Kimi temporarily paused new subscriptions to protect the experience of existing subscribers, who were unaffected. [1] It committed to add capacity and reopen subscription places in batches. [3]

The rules that apply today

U.S. export controls effectively prohibit Blackwell imports into China. [1] Current law does not give regulators broad authority to control companies' access to Blackwell chips through cloud services hosted overseas. [3]

The Remote Access Security Act would apply export controls directly to remote access by a foreign person through a network connection, including the internet or a cloud service. [1] The House passed it on January 12, 2026, and it has not passed the Senate. [1]

On January 13, 2026, the Commerce Department's Bureau of Industry and Security revised its license-review policy for Nvidia H200, AMD MI325X and similar chips. [1] Applications move to case-by-case review when specified security requirements are met, and applicants must demonstrate that exports will not reduce global semiconductor production capacity available to U.S. customers. [1]

What Nvidia and cloud providers are saying

The Financial Times reported that Nvidia told cloud providers selling access to their chips that they must sell at least 51% of services to non-Chinese customers. [3] An Nvidia spokesperson said U.S. AI infrastructure must win worldwide. [1]

What this means for you

If you use Kimi, the service has already shown its limits: on July 19, 2026, Kimi said demand had approached its GPU capacity limits. [1] It paused new subscriptions, and existing subscribers were unaffected. [1] Kimi said it would reopen subscription places in batches as capacity grows. [3]

If you run or finance a neocloud, the reported terms matter to you. A proposal called for Moonshot to pay 30% to 50% more upfront than a non-Chinese customer. [1] Such terms can hedge against a possible future prohibition on remote-access agreements, and the Remote Access Security Act, which has passed the House but not the Senate, would control remote access directly.
